STRATEGIC PLANNING

The Community and Economic Development Agency, Strategic Planning Division, in coordination with the Planning Commission, maintains the General Plan and the Planning Code, and prepares area plans. The current General Plan adopted in 1998 and in effect until the year 2015, defines the long range goals and intentions of the community regarding the nature and direction of future development within the City of Oakland. The Planning Code specifies land uses and development standards for specific zoning districts. Area plans are intended to translate General Plan policies into sustainable development alternatives in specific areas of the City.

  • Request for Proposals for Central Estuary Specific Plan and EIR

  • An RFP to seek a qualified consultant team to prepare the Specific Plan and Environmental Impact Report has been issued in July 2008. The Central Estuary Specific Plan would complement the zoning update effort by implementing the Estuary Policy Plan (an element of the General Plan). The Oakland estuary area, spanning from Adeline Street to 66th Avenue, is a significant citywide and regional resource that connects the city to the bay.

    Once a predominantly heavy industrial use waterfront, the estuary area has evolved into more of a mixed-use district. This Specific Plan will focus on the central estuary area, which generally encompasses 19th Ave. to the north, 50th Ave. to the south, I-880 to the east and the Bay to the west. The Specific Plan will refine the policies of the Estuary Policy Plan for the area by creating a community vision and land use plan that includes the identification of priority infrastructure improvements and an implementation plan in order to facilitate development of the area.



  • Broadway Retail Frontage Interim Combining Zone Regulations
  • The proposed interim regulations are designed to preserve ground-level retail activities in the commercial areas of Broadway north of the Central Business District. These interim controls are proposed to be in place while the City prepares a Specific Plan to develop Upper Broadway as a regional shopping attraction.
